the Fedora-ELN spin is the next major RHEL version being worked on in Fedora. setting up a bootc image of it makes it consumable by folks who want to take an early look at it and make sure things are working in it. after completing the Fedora-ELN bootc image, I planned on doing the same thing in a centos-eln bootc image so that we would have bootc images enabled early for us to use in automotive as well as the next major of RHEL

I have to drop though, I'm basically just saying the problem here has little to do with bootc really, it's mostly a side effect of konflux + fedora + bootc special casing for unnecessary reasons and if the larger "we" focused on making it not a special case, it would fix more things generally and help RHEL-on-Konflux
