An update to the linux-firmware is dropping the amd-ucode subpackage due to a packaging issue

The package will be moving to recommends in the future and we don't pull recommends

so we need an action

I've made a PR already but not sure if that's exactly what we want

oh, I've just realized that we also explicitly include intel microcode so I guess this should be ok

i think similarly to https://github.com/coreos/fedora-coreos-tracker/issues/1575, short-term we should make sure it stays, regardless of what we decide longer term. but even longer term shouldn't we ship this?

yes, I agree it should stay in the image as it's for the CPU so a "core" thing :)

interestingly, linux-firmware does not recommend microcode_ctl (for the intel ucode)

hmm, that's interesting. so for intel the microcodes are shipped in microcode_ctl, but for amd they're in linux-firmware

so far on F39, I only had one weird podman behavior change around default permissions for tmpfs mounts but I'm not 100% it's related to the f38->f39 rebase so I'll have to investigate
