In short, a)the bid process has gotten us one location at best for several years running (and resulted in no FUDCon occasionally in other geos) and b)because we had to wait so long to find out if we had budget and wanted to do it in this time frame, there just wasn't the opportunity for the usual drawn out bid  process.
